The late-summer selling season in American retail is aimed at families outfitting students. The merchandise involved is used by everyone, and the discounting does not check identification.

The season exists because demand is compressed

A large number of households buy similar items within a few weeks, which creates a predictable spike retailers plan for a year ahead.

Compressed demand invites competition, because a store that misses the window cannot make the sales up later. The volume moves or it does not.

That produces aggressive pricing on the specific goods used to draw the traffic, since the trip matters more than the margin on a notebook.

Loss leaders sit at the front of it

The window closes with a markdown

Once the season passes, unsold seasonal stock is cleared to make room for the fall reset, and prices on the leftovers fall further.

For anything storable and used continuously, buying in the clearance rather than the rush costs less and requires only somewhere to put it.
